That is VERY interesting Obi TPM hilt indeed... And sadly, I can't offer 100% certain answer, only educated guess.
The 3/4" (right?) blade bore would certainly place this in a Parks/Larbel/RLSA/Randomsabers/Saberart period, but the pommel shape might suggest this one's a custom one-off from smaller sabersmith as well. My guess would lean towards early Parks prototype, because they made a few different variations in the early days. I used to have one which was longer than 1:1 prop and the grip section was different shape too, but the pommel structure (how it's attached to main body) was somewhat similar to this hilt of yours now.
Still, just a hunch. Let's hope someone could chime in with more accurate information.

I've had a couple of his hilts in my possession and the build method looks very similar. Nice to look at, virtually un-installable.
